Job Description
HII’s Mission Technologies division is currently seeking a Engineer Systems 3 to support the Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) for the expansion of Shore-Based Training Systems capabilities. This position will provide technical leadership and project management oversight for two critical efforts: (1) Survey and Design work for trainer facility build-outs, and (2) development of the Surface Training Data Ecosystem integrating AI, dashboards, and DEVSECOPS connectivity across trainers, schoolhouses, and ships.
This role requires a senior leader with Navy facility engineering systems (i.e. NAVFAC) experience to define requirements, establish technical scope, coordinate with government facilities teams, and build program execution strategies from the ground up. The position will serve as the primary technical interface with government sponsors and will be responsible for transitioning conceptual requirements into actionable program plans and workforce strategies.
Essential Job Responsibilities
Serve as primary technical liaison with government clients to define requirements, assess technical feasibility, and establish project scope for both work streams
Lead and manage multi-disciplinary engineering teams supporting Survey and Design efforts for trainer facility build-outs, including electrical, telecommunication, structural, and Architect & Engineering (A&E) certified drawings
Provide technical and programmatic leadership for the Surface Training Data Ecosystem development, including AI/machine learning integration, data pipeline architecture, and DEVSECOPS implementation
Coordinate kickoff meetings and requirements workshops with sponsor organizations to transition conceptual work into defined technical requirements and execution plans
Develop workforce strategies and staffing plans, including identification of required labor categories, specialized skill sets, and recruitment timelines
Interface with Navy facilities authorities and installation engineers to understand A&E certification requirements, drawing standards, and approval processes
Manage phased program standup, ensuring technical capacity and capability are evaluated and aligned with sponsor expectations
Provide technical risk assessment and mitigation strategies for complex, enterprise-level training system integrations
Lead cross-functional coordination across software development, systems engineering, cybersecurity, data science, and infrastructure teams
Support contract modification efforts including development of new labor category definitions and technical scope documentation
Ensure compliance with Navy training systems standards, cybersecurity requirements, and facility design specifications
Minimum Qualifications
5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
Minimum five years of experience in a leadership or management role with DoD or Navy programs
Demonstrated experience with Navy facility engineering systems (i.e. NAVFAC) processes, facility design standards, and/or Navy shore infrastructure projects
Experience managing technical teams across multiple engineering disciplines (electrical, mechanical, structural, systems, software)
Proven ability to define program scope and requirements in ambiguous or conceptual environments
Strong understanding of Navy training systems, combat systems, or fleet training infrastructure
Current or active DoD Secret clearance
Ability to work onsite at Dam Neck, Virginia Beach, VA; hybrid schedule may be available at government discretion
